In Gongan county in Hubei province, the order has come down from above that employees of all local government departments, organisations, service centres and corporations must consume at least 23,000 cartons of cigarettes this year.

This translates into 400 cartons for most departments and state companies, and 140 cartons for each school.

In a law which gives a whole new meaning to the phrase “the state picks up the tab”, cadres are required to smoke local brands, and anyone smoking other brands can be fined. The smoking allowance aims to boost the regional economy by encouraging more consumption of local cigarettes.

Each work unit in the local government has to produce a monthly work plan, which outlines rates of consumption by employees.

This plan will be closely monitored, and if the bureaucrats and civil servants fail to smoke the required amount, their department risks losing out on its full share of the full smoking allowance of four million yuan (€440,000).

During one school inspection at Zhangtiansi Middle School in April, officials going through waste paper baskets in the staff room found three butts from cigarettes made in other provinces, and the school was strongly criticised.

A fine of 1,000 yuan (€110) can be imposed, although in this particular instance the transgression is being used as a test case to show the way to observe the new ruling.

The local government hopes to retrieve losses from cigarette income tax with the decree, said Chen Nianzu, a member of Gongan’s cigarette leadership group.

“We’re guiding people to help contribute to the local economy,” said Mr Chen, according to the Hubei Daily newspaper.

This patriotic smoking drive follows pressure earlier this year on cadres in Hefei province and other citizens to buy apartments as part of their national duty to keep the real estate market afloat.

China has more smokers than any other country, with 350 million puffing away regularly. A million die of smoking-related diseases every year.

The government has introduced more anti-smoking measures recently to try and encourage people to stop, such as introducing no-smoking areas and trying to educate children not to smoke.

Internet commentators were outraged at the move. “Why should we use public money to pay for government officials to smoke?

“If they want a fag, they should buy their own, and put the money into social welfare, healthcare and stopping people from smoking,” wrote one blogger.

KABUL (Reuters) - Afghanistan's only known pig has been locked in a room, away from visitors to Kabul zoo where it normally grazes beside deer and goats, because people are worried it could infect them with the virus popularly known as swine flu.

The pig is a curiosity in Muslim Afghanistan, where pork and pig products are illegal because they are considered irreligious, and has been in quarantine since Sunday after visitors expressed alarm it could spread the new flu strain.

"For now the pig is under quarantine, we built it a room because of swine influenza," Aziz Gul Saqib, director of Kabul Zoo, told Reuters. "We've done this because people are worried about getting the flu."

Worldwide, more than 1,000 people have been infected with the virus, according to the World Health Organization, which also says 26 people have so far died from the strain. All but one of the deaths were in Mexico, the epicenter of the outbreak.

There are no pig farms in Afghanistan and no direct civilian flights between Kabul and Mexico.

"We understand that, but most people don't have enough knowledge. When they see the pig in the cage they get worried and think that they could get ill," Saqib said.

The pig was a gift to the zoo from China, which itself quarantined some 70 Mexicans, 26 Canadians and four Americans in the past week, but later released them.

Some visitors were not concerned about the fate of the pig and said locking it away was probably for the best.

"Influenza is quite contagious and if it passes between people and animals then there's no need for the pig to be here," zoo visitor Farzana said.

Shabby and rundown, Kabul Zoo is a far cry from zoos in the developed world, but has nevertheless come a long way since it suffered on the front line of Afghanistan's 1992-4 civil war.

Mujahideen fighters then ate the deer and rabbits and shot dead the zoo's sole elephant. Shells shattered the aquarium.

One fighter climbed into the lion enclosure but was immediately killed by Marjan, the zoo's most famous inhabitant. The man's brother returned the next day and lobbed a hand grenade at the lion leaving him toothless and blind.

The zoo now holds two lions who replaced Marjan who died of old age in 2002 as well as endangered local leopards. In all, it houses 42 species of birds and mammals and 36 types of fish and attracts up to 10,000 visitors on weekends.

MOSCOW (AFP) – Two Russian women got an unpleasant surprise when their former boss paid them more than 1,000 dollars to settle a labour dispute -- in dozens of heavy bags full of tiny coins.

The women, Anfisa Sizhuk and Anzhelika Shemyakina, were laid off amid the global financial crisis and had demanded that their boss pay them for unused vacation time, the Komsomolskaya Pravda daily reported on Friday.

The two had worked as office managers for Deco-Line, a company that installs ceilings in Russia's far eastern city of Vladivostok. When the company refused to pay, Sizhuk and Shemyakina complained to Russian labour authorities.

Finally the director of the company relented and said he would pay the women the 36,000 rubles (1,150 dollars, 830 euros) they were demanding.

But when the company delivered the money, it came in 33 bags filled mostly with five-kopek coins, a virtually useless piece of currency that Russia keeps in circulation though it is worth only a fraction of a cent.

Sizhuk and Shemyakina had to call friends to help them carry the bags, which weighed around 20 kilograms (44 pounds). But their boss was unrepentant when a reporter from Komsomolskaya Pravda asked for an explanation.

"The girls wanted to get a lot of money, and they got it. What difference does it make what sort of units it came in?" Deco-Line director Konstantin Lyalikov told the newspaper.

He added that the two women had been sacked because they wasted too much time browsing the Internet for personal purposes.

Florida investigators say a man accused of downloading child pornography is blaming his cat.

Keith Griffin is charged with 10 counts of possession of child pornography after detectives found more than 1,000 images on his home computer.

According to a sheriff's report Friday, Griffin told investigators that his cat jumped on the computer keyboard while he was downloading music.

He said he had left the room and found "strange things" on his computer when he returned.

Griffin is being held on $250,000 bond in the Martin County jail. It is unclear if he has an attorney.

Se till att besiktningsmannen blir av med jobbet. Det kräver Rickard Thuresson efter att bilprovningen kraschat hans bil under besiktningen.

Ifjol importerade Rickard Thuresson sin drömbil, en Toyota Supra med ett uppskattat värde på mer än 250 000 kronor. Och för att få köra den i Sverige tog han den till Svensk Bilprovning i Arvika för en registeringsbesiktning.
Där kraschade besiktningsmannen bilen under en testkörning.
Smällen skadade Richard Thuressons bil så illa att den fortfarande en månad senare står inne för reparation.

Materialkostnaderna beräknas till över 100 000 kronor.
På Svensk bilprovningen i Arvika vill man inte kommentera händelsen och på huvudkontoret säger man att man betalar för skadorna men att det var en olycka, den höga farten beror på att besiktningsmannen fastnat med foten mellan pedalerna, men trots det ger man honom en varning.

När Bilprovningens besiktningsman skulle flytta Ferrarin gasade han på lite extra. Resultat: dyrgripen kraschade och måste nu repareras för en halv miljon kronor. "Väldigt olyckligt, det är den andra liknande olyckan på kort tid", säger Cecilia Blom Granlund, presschef hos Bilprovningen.Det är Expressens nätupplaga som berättar historien om hur Ferrarihandlaren Torbjörn von Braun på torsdagen lämnade in sin exklusiva Ferrari F40 till besiktning hos Bilprovningen i Kinna.

Bilen beskrivs som "mytomspunnen och högvilt för samlare" och värd cirka 3 Mkr. Den är ursprungligen konstruerad för bankörning och betraktas som mycket svårkörd.

Bilen lämnades in för såkallad registreringsbesiktning. Hos bilbesiktningen i Kinna gick allt bra ända tills besiktningsmannen skulle flytta bilen från besiktningshallen till vågen. Han trampade för hårt på gasen och kraschade den exklusiva bilen.

Skadorna beräknas uppgå till en halv miljon kronor. Höger framdel med stänkskärm slets bort vid kraschen.

Torbjörn von Braun, vd för von Braun Sports Cars, var inte själv med vid besiktningen. Han har dock förståelse för att kraschen kunde inträffa.

"Jag har största förtroende för Bilprovningen. Det är inte fråga om att de lekte med med bilen. Det kan gå lite galet med såna här bilar. Och personen som körde kommer inte att sova så gott", säger Torbjörn von Braun till Expressen.

Ferrari F40 byggdes till Ferraris 40-årsjubileum, motorn, en 2,9-liters V8 med dubbelturbo, utvecklar 478 hästkrafter. 0-100 går på 4,1 sekunder och toppfarten uppges, enligt Expressen, till 324 km/h.

Cecilia Blom Granlund, presschef hos Bilprovningen sedan fem år kallar det hela "oerhört tråkigt" när di.se når henne.

"Vi tar naturligvis på oss hela skulden och allt ansvar. Mindre saker inträffar då och då men såna här olyckor är väldigt sällsynta. Vi har försäkringar för den här typen av skador och ska göra allt för att ägaren inte ska bli lidande", säger hon.

Hos Bilprovningen i Arvika inträffade en liknande olycka i april, även den med en superbil. Är besiktningsmännen inte vana vid bilar med extramånga hästkrafter?
"I bägge fallen har bilarna varit väldigt unika. Och de här två olyckorna är de första större olyckor jag varit med om under mina fem år i företaget. Att det nu skett två liknande större olyckor under relativt kort tid berör alla oss här på Bilprovningen", säger Cecilia Blom Granlund.

Parents are being banned from playing with their children in council recreation areas because they have not been vetted by police.

Mothers and fathers are being forced to watch their children from outside perimeter fences because of fears they could be paedophiles.

Watford Council was branded a 'disgrace' yesterday after excluding parents from two fenced-off adventure playgrounds unless they first undergo criminal record checks.

Children as young as five will instead be supervised by council 'play rangers' who have been cleared by the Criminal Records Bureau.

Councillors insist they are merely following Government regulations and cannot allow adults to walk around playgrounds 'unchecked'.

But furious parents attacked the move and threatened to boycott the playgrounds.

LA MARQUE, Texas — A man blamed a low-flying pelican and a dropped cell phone for his veering his million-dollar sports car off a road and into a salt marsh near Galveston. The accident happened about 3 p.m. Wednesday on the frontage road of Interstate 45 northbound in La Marque, about 35 miles southeast of Houston.

The Lufkin, Texas, man told of driving his luxury, French-built Bugatti Veyron when the bird distracted him, said La Marque police Lt. Greg Gilchrist. The motorist dropped his cell phone, reached to pick it up and veered off the road and into the salt marsh. The car was half-submerged in the brine about 20 feet from the road when police arrived.

Gilchrist said he doesn't know if the car was salvageable, but in his words, "Salt water isn't good for anything." He says the man, whose identity hasn't been released, was not injured.

A 2006 Bugatti Veyron was recently offered for sale in Jonesboro, Ark., for $1.25 million.
